Who can apply
This opportunity was open to the applicants described in the notice.
- Others (see text field entitled "Additional Information on Eligibility" for clarification)
Proposers must be affiliated with an institution at nspires.nasaprs.com/ and, in general, NASA provides funding only to U.S. institutions. Organizations outside the U.S. that propose on the basis of a policy of no-exchange-of-funds; consult the NASA Grant and Cooperative Agreement Manual (GCAM) (https://www.nasa.gov/grants-policy-and-compliance-team/#Regulations) for specific details. Some NRAs may be issued jointly with a non-U.S. organization, e.g., those concerning guest observing programs for jointly sponsored space science programs, that will contain additional special guidelines for non-U.S. participants. Also reference the GCAM for special instructions for proposals from non-U.S. organizations that involve U.S. personnel for whom NASA support is requested.
Is this a realistic fit?
- Most of the program's money (49% over five years) went to nonprofits.
- No cost sharing or match is required.
What the grant funds
PLEASE NOTE: this program has MANDATORY Notices of Intent, which are due via NSPIRES by 08/19/2025. See the full posting on NSPIRES for details. NOTICE: Amended November 17, 2025. This amendment resets the proposal due date for this program element, which was previously set to TBD because of the lapse in government funding. The new proposal due date is December 16, 2025. Only those who previously submitted a mandatory NOI by 08/19/2025 are eligible to submit a proposal. NOTICE: Amended October 17, 2025. This amendment changes to "TBD" the proposal due date for A.7 Water Quality Applications. The solicitation "close date" shown in NSPIRES is NOT a new proposal due date; that is merely an artefact of the NSPIRES system. When funding is reinstated, an amendment will be issued setting a new due date. We anticipate that proposers to programs that were set to TBD will be given back as many business days as the government was shut down. NOTICE: Amended September 22, 2025. This amendment announces that those proposing to Earth Science (ROSES Appendix A) to use the NASA Center for Climate Simulation high-end computing facility must include $0.09/SBU in their budget per the instructions provided in Section 7.3 of ROSES-25 A.1 Earth Science Research Overview. This applies to all open and future program elements in Appendix A (Earth Science) as of 09/22/2025. Corrected August 27, 2025. The wording in Section 1.1 Eligibility regarding FFRDCs has been corrected to make it consistent with Section 1.8 of the Earth Science Research Overview, i.e., there is not a prohibition on all FFRDCs other than JPL, only on NASA funding FFRDCs via other government agencies. New text is in bold and deleted text is struck through. Amended July 22, 2025. The required involvement by end users in Section 1 was clarified, the range of starting ARLs in 4.2.1.3 was changed, and one of the factors for the evaluation of relevance was changed in Section 5. New text is in bold and deleted text is struck through This synopsis is a generic summary that is posted for each of the many individual "program elements" in NASA’s Research Opportunities in Space and Earth Sciences (ROSES) – 2025 solicitation.
