Who can apply

This opportunity was open to the applicants described in the notice.

Proposers must be affiliated with an institution at nspires.nasaprs.com/ and, in general, NASA provides funding only to U.S. institutions. Organizations outside the U.S. that propose on the basis of a policy of no-exchange-of-funds; consult the NASA Grant and Cooperative Agreement Manual (GCAM) (https://www.nasa.gov/grants-policy-and-compliance-team/#Regulations) for specific details. Some NRAs may be issued jointly with a non-U.S. organization, e.g., those concerning guest observing programs for jointly sponsored space science programs, that will contain additional special guidelines for non-U.S. participants. Also reference the GCAM for special instructions for proposals from non-U.S. organizations that involve U.S. personnel for whom NASA support is requested.

Is this a realistic fit?

What the grant funds

The close date above is the date for the Step-2 proposal due date. The Step-1 proposal due date is 08/12/2025. Step-2 proposals cannot be submitted if a Step-1 proposal was not submitted. NOTICE: Amended November 18, 2025. This amendment resets the Step-2 proposal due date for this program element, which was previously set to TBD because of the lapse in government funding. The new Step-2 proposal due date is November 25, 2025. Only those who previously submitted a Step-1 proposal can submit a Step-2 proposal. NOTICE: Amended October 3, 2025. This amendment changes to "TBD" the Step-2 proposal due date for F.15 Artemis III Participating Scientist Program. The solicitation "close date" shown in NSPIRES is NOT a new proposal due date; that is merely an artefact of the NSPIRES system. When funding is reinstated, an amendment will be issued setting a new Step-2 proposal due date. We anticipate that proposers to programs that were set to TBD will be given back as many business days as the government was shut down. NOTICE: Corrected September 23, 2025. The contents of the Expertise and Resources Not Anonymized Documents in Table F.15-2 were corrected. New text is in bold and deleted text is struck through. NOTICE: Corrected September 19, 2025. References and citations are permitted after and outside the page-limited sections, see Tables F.15-1 and -2. New text is in bold and deleted text is struck through. NOTICE: Corrected September 10, 2025. Erroneous references to Section 1.3 have been corrected to refer to Section 1.2. New text is in bold and deleted text is struck through. A FAQ has been posted under "Other documents" on the right side of the program element NSPIRES page. This synopsis is a generic summary that is posted for each of the many individual "program elements" in NASA’s Research Opportunities in Space and Earth Sciences (ROSES) – 2025 solicitation. For specific information on this particular program element download and read the PDF of the text of this program element by going to Tables 2 or 3 of ROSES at https://solicitation.nasaprs.com/ROSES2025table2 and https://solicitation.nasaprs.com/ROSES2025table3, respectively, click the title of the program element of interest, a hypertext link will take you to a page for that particular program element. On that page, on the right side under "Announcement Documents" the link on the bottom will be to the PDF of the text of the call for proposals.
