Who can apply

This opportunity was open to the applicants described in the notice.

Proposers must be affiliated with an institution at nspires.nasaprs.com/ and, in general, NASA provides funding only to US institutions. Organizations outside the U.S. that propose on the basis of a policy of no-exchange-of-funds; consult the Guidebook for Proposers (https://www.nasa.gov/offices/ocfo/gpc/regulations_and_guidance) for specific details. Some NRAs may be issued jointly with a non-U.S. organization, e.g., those concerning guest observing programs for jointly sponsored space science programs, that will contain additional special guidelines for non-U.S. participants. Also reference the Guidebook for Proposers for special instructions for proposals from non-U.S. organizations that involve U.S. personnel for whom NASA support is requested.

Is this a realistic fit?

What the grant funds

NOTICE: Amended May 1, 2023. This amendment delays the proposal due date for this program element to July 21, 2023. When TWSC-22 closes, this ROSES program element will be replaced by a stand-alone TWSC notice of funding opportunity (NOFO). The TWSC coordinator seeks comments on the current TWSC-22 text or other feedback that may improve the stand-alone TWSC NOFO. Please email TWSC comments/feedback by May 31, 2023, to mary.f.sladek@nasa.gov. Feedback may or may not be incorporated in the future TWSC NOFO. This program element does not have a proposal due date. Proposals may be submitted at any time at any time until July 21, 2023. While notices of intent may not be submitted, a potential proposer shall first contact a program officer (PO) in a relevant topical area(s). This webpage (https://science.nasa.gov/researchers/sara/program-officers-list) lists the POs authorized, but not obligated, to review a TWSC proposal. Do not prepare or submit a proposal until at least one authorized SMD PO confirms relevancy and/or availability of funds. TWSC proposals that identify non-authorized POs may be returned without review as non-compliant. Proposers must retrieve the instructions document (zip file) associated with the application package for this opportunity as there is at least one required form that must be attached to the submitted proposal package. The National Aeronautics and Space Administration (NASA) Science Mission Directorate (SMD) released its annual omnibus Research Announcement (NRA), Research Opportunities in Space and Earth Sciences (ROSES) – 2022 (OMB Approval Number 2700-0092, CFDA Number 43.001) on February 14, 2022. In this case "omnibus" means that this NRA has many individual program elements, each with its own due dates and topics. All together these cover the wide range of basic and applied supporting research and technology in space and Earth sciences supported by SMD. Awards will be made as grants, cooperative agreements, contracts, and inter- or intra-agency transfers, depending on the nature of the work proposed, the proposing organization, and/or program requirements. However, most extramural research awards deriving from ROSES will be grants, and many program elements of ROSES specifically exclude contracts, because contracts would not be appropriate for the nature of the work solicited. The typical period of performance for an award is three years, but some programs may allow up to five years and others specify shorter periods.
