Section 223 Demonstration Programs to Improve Community Mental Health Services is run by Department of Health and Human Services. From fiscal 2021 to 2025 it awarded $1.2 billion in 647 grants, about $1.8 million per award.

## Objectives

Funding to support development of proposals to participate in time-limited community based behavioral health demonstration programs described in subsection (d) of section 223 of P.L. 113-93 Protecting Access to Medicare Act of 2014, 42 USC 1396(a) note.
Additional funding as outlined under section 11001 of Bipartisan Safer Communities Act of 2022 (P.L. 117-159) to expand the number of states allowed to participate in the section 223 CCBHC demonstration program. The legislation appropriates $40 million to the Secretary to award planning grants, provide technical assistance to states, and to select up to ten states every two years (until all funds are expended), with the first 10 states launching CCBHC demonstration programs beginning July 1, 2024.
