Comprehensive Community Mental Health Services for Children with Serious Emotional Disturbances (SED) is run by Department of Health and Human Services. From fiscal 2021 to 2025 it awarded $458 million in 184 grants, about $2.5 million per award.

## Objectives

To provide comprehensive community mental health services to children, youth, and young adults, birth through age 21 with a serious emotional disturbance (SED), which may include efforts to identify and serve children at risk, and their families. Implementation of CMHI is guided by the systems of care (SOC) approach.? It is expected that the CMHI SOC must:
Be established in a community(ies) selected by a public entity.
- Consist of the community’s public agencies and nonprofit entities (i.e., cross system partners) needed to ensure that each of the required services is available to the child.
- Be established through agreements between the public entity, public agencies, and nonprofit entities (i.e., cross system partnerships).
- Coordinate the provision of all required services.
- Establish a single point of access (i.e., a single office or place) that serves as the location through which children are provided access to the system of care.
