The Outer Continental Shelf Lands Act authorizes BOEM to enter into cooperative agreements with States affected by energy development on the Outer Continental Shelf. It also states 43 U.S.C. §1457b), BOEM is authorized to enter into cooperative agreements with a state or political subdivision (including any agency thereof), or any not-for-profit organization if: (1) the agreement will serve a mutual interest of the parties to the agreement in carrying out the programs administered by BOEM; and (2) all parties will contribute resources to the accomplishment of these objectives. This announcement is open to all such eligible applicants, including state agencies, non-profit organizations, and public and state-controlled institutions of higher education. This project is required to have a staff member of the applying organization as the Principal Investigator (PI). Cooperative research between interested organizations - i.e., state agencies, public universities, and non-profits in affected states - is always encouraged. Other non-federal organizations may be partners and their tasks and budgets should be included as part of the applicant’s proposal.

## What the grant funds

The overarching goals of this study are 1) to update oil spill rates of OCS platforms, OCS pipelines, and U.S. barges, 2) to obtain oil spill information for BOEM’s Offshore Environmental Cost Model (OECM), 3) to analyze oil spill trend and casual factors. Having updated oil spill and oil spill occurrence rate data is critically important to analyze the potential risk and consequence of OCS oil spills, investigate causal factors contributing to the occurrence, size or frequency of oil spills, enhance oil-spill response planning, and target future regulatory reform to better manage risk. Specific objectives are: Compilation of oil spill data and QA/QC of the data Examination of historical spill occurrences and of volume of oil handled Analysis of other potential exposure variables Estimate spill occurrence rates and normalize these rates based on number of spills per volume handled and other potential exposure variables Analyses on oil spill trend and casual factors Provide information for OECM model Prepare a 508 compliant report according to BOEM’s specifications.
